Add BSD 3-Clause Clear license

Adapter weights and release files are licensed under BSD 3-Clause Clear (NEC Laboratories America). The base models (Ke-Omni-R-3B, Qwen2.5-Omni-3B under the Qwen Research License) and dataset manifests keep their own terms (NOTICE).
