Pin fastapi<0.113 and starlette<0.39 for gradio 4.44.0 compat

starlette 0.39 changed TemplateResponse's positional arg order. gradio 4.44.0 still uses the pre-0.39 calling convention, which causes 'unhashable type: dict' in jinja2's template cache. fastapi 0.113+ pulls in starlette 0.39+, so pin both.
