feat(reducer): add Gemini fallback for /bridge LLM summary
GEMINI_API_KEY routes through Gemini's OpenAI-compatible endpoint (/v1beta/openai/) with gemini-2.5-flash when OPENAI_API_KEY isn't set. Lets the HF Space deploy use the AI Studio free tier instead of paying for OpenAI just to get the cluster bridge prose. Same openai SDK, swap base_url + model — no new dependency.8e31c17

chore(reducer): dockerize for hugging face spaces deploy
Vercel functions can't reach the local FastAPI reducer, so package services/reducer/ as a Docker Space image: uid-1000 user, port 7860, pre-warmed MiniLM model baked into the image so cold starts return in seconds. README carries the Space frontmatter and the env-var manifest operators must set as Space secrets.7c265b7
