Bump the langsmith Python SDK and note the CLI update path in the runbook

LangSmith's platform flagged deprecated POST /api/v1/runs/query calls
(removed 2027-01-31) from langsmith-go/0.9.x -- the standalone Go CLI the
manual e2e runbook uses, not this project's Python SDK. The CLI fix is
machine-level (langsmith self-update, v0.2.32 -> v0.2.51; verified the new
build calls POST /api/v2/runs/query with UA langsmith-go/0.26.0), so the
runbook now tells operators to keep the binary current. The lockfile bump
(langsmith 0.11.0 -> 0.11.1) is routine hygiene alongside it.
