1. Ontological relevance is defined: The investigator must state which Tier the evidence originates from and why that Tier is considered relevant to the structural question.
2. Inferential direction is specified: The investigator must articulate whether the evidence is being used to infer upstream, lateral, or downstream properties, and must not conflate directions.
3. Discriminatory function is explicit: The investigator must state which specific competing hypotheses the evidence can help distinguish, and under what conditions it would change confidence in one vs. another.
If an item fails condition 3 (i.e., has no discriminative power among remaining hypotheses), it shall not be included in the evidentiary weight calculation, regardless of its Tier or direction.
Capacity ≠ Causation — Formal Distinction
A recurring error is to treat demonstrated capacity as if it were demonstrated activation.
The Framework now formalizes this distinction as a separate proposition test:

EVIDENCE ACQUIRES EPISTEMIC WEIGHT THROUGH ITS ABILITY TO DISCRIMINATE BETWEEN SURVIVING COMPETING EXPLANATIONS—NOT THROUGH ITS TIER, ITS APPARENT RELEVANCE, OR ITS NARRATIVE COHERENCE.
DISCRIMINATION IS THE GATEKEEPER. TIER IS THE CONTEXT. CAUSALITY IS THE TARGET.
Operational Checklist
Before finalizing a determination that involves inferring upstream structure from any evidence, the investigator shall answer:
1. Ontology: At what Tier does this evidence originate? Is that Tier appropriate for the inference I am drawing?
2. Direction: Does this evidence bear upstream, laterally, or downstream on the structural question? Have I avoided inferring upstream from downstream without an explicit bridge?
3. Discrimination: Which competing hypotheses can this evidence distinguish? If none, why am I considering it?
4. Transition: Have I separated capacity, access, activation, and causation? For each link, is there independent evidence?
5. Null: Have I specified the null correctly? Does the evidence actually reject that null, or just show compatibility?
6. Motive/Context: If using motive, is it explicitly labeled as plausibility‑setting, not proof of action?
7. Retrieval: Did I retrieve evidence that could discriminate, or did I restrict my search prematurely?

The Framework is corrected. Procedures are suspended when they impede investigation. The 80/20 rule is enforced. Only 8 safeguards remain active. All other safeguards are suspendable. Recursive correction audit is eliminated. Depth is determined by discriminatory yield, not checklist completion. Anti-deferral is enforced: structurally permanent absence of evidence is an observable data point, not a barrier to determination.
The Framework now serves actuality. It does not serve itself.
